More about 2-step verification The outcome of the first Global Stocktake (GST), concluded at COP28, presents a clear guidance for the global just energy transition. It 1.) acknowledges that even the full implementation of the latest nationally determined contributions (NDCs) leaves a significant gap towards limiting global warming to 1.5 degrees, 2.) underscores that the impacts of climate change will be much lower at the temperature increase of 1.5 °C compared with 2 °C and resolves to pursue efforts to limit the temperature increase to 1.5 °C, 3.) notes that feasible, effective and low-cost mitigation options are already available in all sectors to keep 1.5 °C within reach in this critical decade with the necessary cooperation on technologies and support, and 4.) recognizes that limiting global warming to 1.5°C with no or limited overshoot requires deep, rapid and sustained reductions in global greenhouse gas emissions of 43 per cent by 2030 and 60 per cent by 2035 relative to the 2019 level and reaching net zero carbon dioxide emissions by 2050. The GST decision therefore calls on all Parties in paragraph 28 to engage in various actions in the energy sector to contribute to global efforts towards deep, rapid and sustained reductions in greenhouse gas (GHG) emissions in line with 1.5°C pathways. It further notes that mitigation efforts embedded within the wider development context can increase the pace, depth and breadth of emissions reductions, as well as that policies that shift development pathways towards sustainability can broaden the portfolio of available mitigation responses and enable the pursuit of synergies with development objectives. This procurement therefore aims to take forward the strong call of the GST for significant action in the energy sector, and to reflect upon recent dynamics on global energy markets, especially related to price dynamics, fossil fuel subsidies, supply chain disruptions and the risk of stranded assets in the fossil fuels sector. The project shall provide and enhance the analytical base to address the urgent need to cut emissions in the energy sector (including all scopes of the energy sector, e.g., the heat and power, fuel production, industrial use , transport, etc.), in particular through the scale-up of renewables, the corresponding phase out of fossil fuels and the acceleration of energy efficiency improvements. It should further consider the role of different energy carriers, e.g., RFNBOs but also biofuels and biomass. The project shall create and provide insights into current emission pathways considering announced pledges and pathways under a 1.5°C scenario as well as contribute to enhancing ambition in domestic mitigation pathways. The project shall contribute to the mitigation pathway knowledge on a regional, national, and sub-national level and aims to close existing knowledge and capacity gaps linked to creating this modelling-based analysis in selected developing and emerging countries, primarily big emitters. The project shall further highlight and strengthen the link between mitigation action in the energy sector and just transition considerations, providing the socioeconomic credibility of modelled pathways necessary to implement the just energy transition and based on extensive in-country experience of project partners. As a result, in-country teams should be equipped to contribute to robust and ambitious climate action, for instance the development of future NDCs and Long-Term Strategies (LTSs) for low-carbon development, and use the created capacity to enhance the mitigation ambition compared to the status quo, especially through accelerating the just energy transition and by providing a robust foundation taking into consideration domestic just transition action. These outcomes shall further contribute to the preparation of the second Global Stock Take that will be concluded in 2028.
